Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36 Steps to reproduce the problem: 1. Download an image file. 2. Click the open file option from within Chrome. 3. Chrome presents a "this file does not have a program associated with" error message and does not open the file with the OS application. Browsing to the file via the OS file browser and double clicking to open it will open the file in the OS defined application. What is the expected behavior? Chrome launches the OS application associated with the image file. What went wrong? Chrome does not recognize the OS defined default application. Did this work before? No Chrome version: 66.0.3359.139 Channel: n/a OS Version: 10.0 Flash Version: 29.0.0.171 Pretty sure this is an issue with how Chrome is interacting with Windows 10. This is not an issue with Windows 7.

Unable to reproduce the issue on chrome reported version 66.0.3359.139 using Windows-10 with steps mentioned below: 1) Launched chrome reported version and downloaded .jpg file from google image search 2) Navigated to downloads in chrome browser and click on open file, file location got opened 3) Clicked on downloaded file, file got opened @Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue, if possible could you please provide sample test file/ URL of the file for which you are facing the issue which helps usin further triaging. This issue shows up repeatedly with our users that download and work with a variety of image file formats. Things will seem to be working normally for a time and then it breaks. I haven't been able to work with the three separate end users who regularly encounter this issue close enough to document if the reset coincides with a chrome update or some other factor. However, Chrome is the only place this particular error presents itself, and each time the file is able to be opened by double clicking it from the OS file browser.

Had one of the users encounter this again today. The PNG file downloads but then Chrome gives an error message saying there's no program associated with the file type.
