ARC: High CPU usage when users have ton of files in Downloads |

Issue descriptionIt is reported several times that CPU usage gets very high when ARC is enabled and users have ton of files in Downloads. CPU is consumed by sdcard FUSE daemon, and the disk access is caused by automatic media scan feature in ARC. We need to improve efficiency of automatic media scan feature.

I'm not aware of any policies. And it's often difficult to decide when a feature spans between Chrome and Android.
