A11y: Chrome://accessibility Similar controls are not identified consistently

Issue description

Chrome: 68.0.3423.2 (Official Build) dev (64-bit) (cohort: Dev)
NVDA: 2018.1.1

Steps to repro:
# With JAWS or NVDA on, tab through the elements on chrome://accessibility
#Notice that the first few controls are identified as checkboxes
#Notice that controls later in the page are identified as toggle buttons although they have nearly identical labels

Expected: Controls with similar functions should have the same role

Actual: They do not

Unable to reproduce on Chrome, all checkboxes are checkboxes and all buttons are buttons.
