[VR Browsing] Resizing content window slightly changes width of Omnibox

Chrome Version: 68.0.3427.0
OS: N,O, etc.
Device: Pixel 2XL, S8+, etc.

What steps will reproduce the problem?
(1) Enter VR browsing.
(2) Click right above content window to enable window resizing mode.
(3) Swipe forward and back to shrink and enlarge the content window.
(4) Observe the width of the Omnibox.

What is the expected result? The Omnibox's width should never change.

What happens instead? The Omnibox's width shortens and expands slightly along with the content window resizing.

In this situation, content is changing size, but the omnibox is simply moving up and down as a result.  It might appear slightly smaller when pushed down away from the user, but it's the same "physical" size.

There isn't anything actionable here unless we rethink how content resizing works.  If I've missed a nuance of the bug, please let me know though!  I'll close this for now.
