Hangout icon is blur - In windows When trying to Switch the application using ( Alt + Tab )

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Steps to reproduce the problem:
1. Go to Chrome web store and download the Google Hangouts Extension.
2. Then Open some Other applications ( File Explorer, Chrome..) and then press ( Alt + Tab)
3. Observe when Switching the application Hangouts icon is showing in blur or not

What is the expected behavior?

What went wrong?
Hangout icon is in blur.

Able to reproduce the issue on chrome reported version 66.0.3359.139 and latest stable# 66.0.3359.170 using Windows-10 and on latest chrome version# 68.0.3430.0. As the issue is seen from M-60(60.0.3112.0), hence considering this issue as Non-Regression and marking it as Untriaged.
Note: This issue is specific to Windows.

Unable to reproduce the issue on Windows 10 using latest canary-72.0.3615.0 as per C#0.. If this bug still reproduces for you on chrome latest channels,please reopen or file a new issue. Thanks!
