[VR Browsing] White space appears on page after exiting VR browsing

Issue description

Chrome Version: 68.0.3427.0
OS: Android N
Device: Samsung S8+
VRCore: 1.14.190701955

What steps will reproduce the problem?
(1) Enter VR browsing then remove device from headset.
(2) Press x on top left of screen to exit VR browsing.
(3) Observe page in 2D mode.

What is the expected result? No extra white space on page.

What happens instead? Some extra white space is added to the bottom of the page. See screenshots.

Michael, could that be another browser controls bug? Do we want to fix that for M-68?

That's not white space, that's the bottom sheet.

Doug, and myself, I think this ought to be a test case. We don't have anything to cover exiting VR Browsing manually using the x button.
