Video aspect ratio not applied correctly with HW acceleration enabled

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.170 Safari/537.36

Steps to reproduce the problem:
1. Visit this simplified test case http://output.jsbin.com/datixayiku
2. Observe video playback both windowed and specifically fullscreen
3. Observe vertical stretching of the video

What is the expected behavior?
The video has an aspect ratio of 2.35:1 however it is being presented as 16:9 and as a result the video is stretched instead of being appropriately letterboxed.

What went wrong?
If you disabled hardware acceleration in Chrome or use any other major browser e.g. Firefox, Safari, Edge, etc then the video is correctly letterboxed.

This issue appears to be specific to Chrome and only Chrome with HW acceleration enabled. Not only do other browsers render consistently but desktop applications like VLC do as well. I assume the HW acceleration of video is not correctly applying some aspect ratio data from the video stream.

In this case we have an MP4 container, size 1920x1080, with no PASP. The content is 1920x1080, the manifest also says 1920x1080.

However, the stream contains aspect ratio in the VUI, and since there is no PASP, it is authoritative.

I doubt that we can reliably obtain this information from hardware decoders on all platforms, but we can at least on Mac. We should investigate what we can do on Windows and at least document what happens on Android.

In the meantime, I recommend including a PASP box in your initialization segment.

Thank you for the investigation, I can appreciate the hardware acceleration may present a challenge with embedded stream information.

I will make a note on generating streams with PASP boxes present as hardware accelerated playback is a common use case for us.
