Right now, the audio device monitor on Mac is initialized when the service starts.
The reason is that this is required when the service runs in-process since the service DeviceNotifier is not used in this case, but the monitor notifies directly via the SystemMonitor.

Once the DeviceNotifier is used in all cases, the device monitor creation should be postponed to the point where the DeviceNotifier is created.
