hitting back and reverse scroll doesn't trigger EoC

Steps to reproduce the problem:
1.  open web page with EoC suggestions
2. click through to EoC suggestion
3. hit back to go to previous page
4. scroll down, then reverse scroll

What is the expected behavior?
EoC should show up on reverse scroll

What went wrong?
EoC doesn't show up on reverse scroll

Did this work before? No 

Chrome version: 67  Channel: canary
OS Version: 
Flash Version:
