What steps will reproduce the problem?
(1)Freshly launch chrome and navigate to chrome://apps/
(2)Touch and hold on any app such the context menu appears,tap on 'app info' option such that focus ring is seen on 'open in a tab' button.
(3)Click on 'create shortcuts' > click on 'cancel' button,observe the focus ring.

Actual: Flickering of focus ring is observed after tap/touch on cancel button of 'create application shortcut' overlay.

Expected: No such flickering of focus ring should be seen after tap/touch on cancel button of 'create application shortcut' overlay.

This is a regression issue broken in 'M64' and below is the bisect info
Good Build: 64.0.3256.0(Revision:513349)
Bad Build:  64.0.3257.0(Revision:513642)

1.Issue not seen on Windows (7,8,8.1,10),Linux (14.04 LTS) & Mac OS X(10.12.6,10.13.1,10.13.5)
2.Issue is also seen on M-67 Beta (build #67.0.3396.40),M-68 Dev (build #68.0.3423.2) and M-68 Canary(build#68.0.3430.0)
