Non-Regression: Close tool-tip is seen missing on 'X' button of 'Diagnostic and usage data' overlay

Chrome Version:66.0.3359.181/10452.96.0 dev channel Daisy,Kip,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build >> In OOBE,Connect to a network
(2)Go to 'Google Chrome OS terms' page >> click 'Learn More' 
(3)In 'Diagnostic and usage data' overlay >> hover mouse on X button and observe no tool tip

Actual: Close tool-tip is seen missing on 'X' button of 'Diagnostic and usage data' overlay
Expected:Close tool-tip should be seen on 'X' button of 'Diagnostic and usage data' overlay

This is a Non-Regression issue seen from M-62

Note: Issue is not seen in Linux,Windows OS
