Currently, in order to test with -dev versions of the apps, developers need to copy their configs and updated them each time when updating the prod versions. It would be beneficial to use a symlink instead, but looks like it's not supported by the luci-config app: https://luci-milo-dev.appspot.com/p/v8 has not builder bcz luci-milo-dev.cfg is a symlink to luci-milo.cfg.

while supporting symlinks might be useful overall, the concrete problem at hand could also be solved by config generation. +smut+vadimsh who work on a high level config. We might want to support something like teeing two both prod and dev configs. This might be actually quite useful.
