Turn off chromium.android.fyi's Jelly Bean Tester and Lollipop Consumer Tester because they are purple for a long time

Issue description

The last 5000 builds have been purple, failing with "exception device_status" or "exception provision_devices", respectively.

Since the bots don't provide any signal, perhaps they can be decommissioned?

The other bots on the waterfall at least try to run something, but since they're mostly purple or red, perhaps it's worth considering removing them too?

No objections. I think hzl was in the process of doing this as part of migrating the builder that triggers them to luci.

I have removed JellyBean but haven't restarted yet. Will restart now and also remove L Consumer Tester.
