Implement Security Manager for the new BLE stack

This is used as an umbrella bug for implementing the Security Manager for the new BLE stack.
The goal is to complete the Security Manager in Bluetooth specification v4.0.

The implementation is originally tracked on bugnizer (see below), we move the umbrella bug from b/69386748 to here.
