No audio for videos on any website while on Chrome, but there's sound on any other apps that aren't within Chrome (i.e. Spotify, the CW, FoxNow, etc)

Issue description

Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: N/A
    Firefox: N/A
       Edge: N/A

What steps will reproduce the problem?
(1) turning on any video while on a site using Chrome
(2)
(3)

What is the expected result?
For audio to play during the videos.

What happens instead?
There's no audio for any video.

Please provide any additional information below. Attach a screenshot if
possible.
I've tried following the steps provided on the Google Chrome Help page from a post on 5/23/2017 who also claimed not to have sound in Chrome and nothing has changed.

Unable to reproduce this issue on Mac 10.13.3 with chrome Stable #66.0.3359.181, Canary #68.0.3430.0 

pancake1035@ Could you please retry the scenario on clean profile with no apps & extensions and let us know your observations.
