What steps will reproduce the problem?
1. use chrome and set the chrome setting to default granted audio but not grant video.
2. use getusermedia() with {
                             // Permissions required
                                video: true,
                                audio: true
                            }
3. success callback is invoked, but shouldn't it invoke fail ?

What is the expected result?

    I suppose failure callback function is invoked without success one after calling getusermedia().

What do you see instead?

    getusermedia() successed when I set audio granted and video not granted in chrome default setting.

What version of the product are you using? On what operating system?
    webRTC
    chrome ver. 50.0.2661.102 m
