ChromeVox reads double with aria-live

Reproduction Steps: 
1. Navigate to http://www.html5accessibility.com/tests/alert-test.html
2. Click on the buttons.
At this point ChromeVox should announce each alert once.

What actually happens is each alert is announced twice. This seriously impacts my Mindspace project (https://mindspace.site/client), which relies on aria-live="polite" and aria-atomic="false" to deliver an accessible, screen-reader-friendly experience to players.

The first three buttons on the example page are not announced by ChromeVox. 
They work as expected in Windows 10 with NVDA 2018.1.1

The fourth button causes ChromeVox to announce the entire contents of the area where alerts appear including alerts from previous buttons.
