What steps will reproduce the problem?
(1) Enable ChromeVox (Ctrl Alt Z, or enable through accessibility settings)
(2) Enable the accessibility on-screen keyboard from accessibility settings (or use the vk on a convertible device or tablet)
(3)attempt to use your finger to navigate the vk using ChromeVox

When you use your finger to drag to type, and you hold your finger over a key without lifting, you hear the hint "doubletap to activate". Chrome OS sees this as a button and therefore gives that hint to the user... However, this is not correct. You cannot double tap to activate these keys. You need to lift to type. We should implement a hint to be spoken in this case that says "lift to type" if a user is holding their finger over a key for a couple seconds.
