Certain MP3 files don't play

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36 Steps to reproduce the problem: 1. Open each file in Chrome with the url file://<Path to mp3> What is the expected behavior? broken-dtmf-0.mp3 should play a beep just like working-dtmf-0.mp3. What went wrong? broken-dtmf-0.mp3 doesn't play, but no errors are shown in the console. Did this work before? Yes Working in Electron v1.8.4 which contains Chrome v59.0.3071.115 Does this work in other browsers? Yes Chrome version: 66.0.3359.139 Channel: n/a OS Version: OS X 10.13.4 Flash Version: In order to produce working-dtmf-0.mp3 I re-encoded the broken-dtmf-0.mp3 using Audacity with the default export options.

It was reported in bug 794782 and fixed in Chrome 67 (currently beta) via r544181 and r544304.
