Currently, Chrome collects UMA data on various rendering metrics.
It also computes several top-level user metrics such as:

First Contentful Paint
Expected Queueing Time
ScrollStartLatency
ScrollUpdateLatency

What is currently missing is how much of the time from each of the
above user metrics is due to each rendering metric. This bug tracks
implementing that.
