Paint is busted on scroll in M66, works in M67

Issue description

Open the page attached and try scrolling it. Parts of the page disappear while scrolling, sometimes they don't come back.

This was fixed with https://chromium.googlesource.com/chromium/src/+/3a3c78a924a686ed0d3f90d765b00cdd78453e11

So we should be good for M67. The question is what can be do in the meanwhile? Do we know what triggers this behavior?

Is this the known issue with disappearing content and RLS?
I can't reproduce this either.
Easily reproducible for me on OS X Chrome 66.0.3359.139:

1. Goto pptr.aslushnikov.com
2. In the search box, type "page.evaluate" and hit Enter.
3. From here, try scrolling page fast up and down with touchpad

This reliably results in empty page for me. After using the website for a minute,
random parts of the page disappear here and there.


I can reproduce this on Chrome 66. After scrolling around, the screen is blank
for some time, then content comes in. Seems to get worse over time.

I think this is probably an invalidation problem.

It works fine for me in Chrome 67. @lushnikov can you confirm 67 seems to fix
your bug?

I confirmed that it is not root layer scrolling.

Disabling SPv175 on M67 makes the bug recur. Closing this issue as SPv175
seems to have fixed it.
@chrishtr seems to be working for me on M67. Is there anything I can do to the website to make it work on Chrome M66?
Great. As for M66, I don't think there is anything you can do, since I also don't
know precisely what is broken. M67 will go to stable in a week though.
