Non-Regression : Blink of added app name is seen while creating a folder in App Launcher

Chrome Version: 68.0.3429.0/10677.0.0 dev-channel Gnawty,Falco and Peach-Pit
OS:Chrome

What steps will reproduce the problem?
(1)Sign in to chrome -> Open App launcher
(2)Now drag any App(Example : Sticky Notes) into another App(Sample test Kiosk App) to Create Folder 
(3)While dragging Sticky Notes App observe name of app is not seen -> release Sticky notes App into Sample test Kiosk App -> observe blink of 'Sticky Notes' name is seen
(Please refer Video and Screenshot)

Expected: No such blink of added app name should be seen 
Actual: Instead blink of added app name is seen 

This is Non-Regression Issue seen from M-62
