Now you have to press "F12" twice to close the Developer Tools instead of once

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.170 Safari/537.36

Steps to reproduce the problem:
1. Press "F12" to open Developer Tools
2. Press "F12" to close Developer Tools

What is the expected behavior?
Developer Tools is closed.

What went wrong?
Developer Tools is not closed.
Note that it will close if you press "F12" another time.

Did this work before? Yes May be 64, but I'm not sure.

Chrome version: 66.0.3359.170  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Duplicate of  bug 838762  which is a duplicate of  bug 821285  fixed in Chrome 67.

Not sure if this needs either a bisect or further triage since it's a duplicate of a known bug. There's a bisect info on one of the issues and exact CL mentioned on another. Let's track this using existing issues.
