Context menu appears misplaced after hitting menu button on new folder.

Chrome Version: 68.0.3430.0 (Official Build)Revision 86b7f367e2f749a0e39f2ca86c7644b6aec7a432-refs/branch-heads/3430@{#1} (32/64 bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome and press ctrl+shift+B to open bookmark bar.
(2)Right click > Add folder > Click on "new folder" button and create 4-5 folder OR multiple folders.
(3)Now hit Esc key, press up/down arrow key and hit page(menu)button,observe the context menu.

Actual: Context menu appears misplaced after hitting menu button on new folder.

Expected: Context menu should appear properly after hitting menu button on new folder.

This is a Non-regression issue seen from 'M60' series i.e 60.0.3072.0

Note:
1.Issue is also seen on M-66 Stable (build # 66.0.3359.170),M-67 Beta (build #67.0.3396.40) and M-68 Dev (build #68.0.3423.2)
2.Issue not seen on Linux (14.04 LTS) & Mac OS X(10.12.6,10.13.1,10.13.5)

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.

Update:

Still able to reproduce the above issue on Windows (7,8,8.1,10) OS using latest canary #72.0.3608.4 .
