Non-Regression: Weird movements of Chromevox reader focus is seen while adjusting the slider of speech rate in select-to-speak settings page

Issue description

Chrome Version:68.0.3429.0/10677.0.0 dev-channel Gnawty,Falco,Peach-pit
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user >>Go to chrome://settings/manageAccessibility
(2)Enable Chromevox(spoken feedback) and select-to-speak extension 
(3)Open select-to-speak settings page
(4)By tabbing keep the Chromevox reader focus on slider of speech rate
(5)Press right/left arrow keys and observe 

Actual: Weird movements of Chromevox reader focus is seen 
Expected: No such weird movements should be seen.

Raising this as a Non-Regression issue seen from 67.0.3369.0/10487.0.0

Note: Issue is not seen in Linux,Windows OS

We plan to make Chromevox and Select-to-Speak mutually exclusive -- you shouldn't be able to turn one on while the other is on. So at that point this bug will be not reproducible (crbug.com/819917)
Status: WontFix (was: Untriaged)
The Select-to-Speak TTS slider was removed in favor of the slider on the TTS settings page.
