Regression : Delay is seen to display values of 'IP address' , 'Routing prefix' and 'Gateway' at 'Configure IP address automatically' in Network settings' page

Issue description

Chrome Version: 68.0.3429.0/10677.0.0 dev-channel Gnawty,Falco and Peach-Pit
OS:Chrome

What steps will reproduce the problem?
1)Sign into User -> Sign-out from Uber Tray 
(2)In Sign-out screen at Uber Tray select 'Network' option -> click on 'Network settings' icon 
->'Network settings' window is seen
(3)Disable 'Configure IP address automatically' option and click on 'DISCONNECT' -> Now click on 'CONNECT' and after network is connected , close the window -> again open 'Network settings' window from Uber Tray by clicking on same Wi-Fi network
(4)Observe values of  'IP address' , 'Routing prefix' and 'Gateway' are not seen immediately , little delay is seen 
(Please refer video and screenshot)


Expected: No delay should be seen for displaying values of  'IP address' , 'Routing prefix' and 'Gateway'  at  'Configure IP address automatically'
Actual: Instead delay is seen
 
This is Regression Issue as same is working fine in  68.0.3425.0/10666.0.0

Adding Stable blocker as this is a recent regression, please remove if not required
In the "Actual Delay" video the values never show up on the video. Do they ever show up?

If they never show up this is likely the same root cause as  issue 844259 .

I wouldn't call 15-20 seconds "a few" :)

Can this be reproduced reliably on 68? Does it occur for any network or just some (or one)?

This could still be a side effect of  issue 844259 , we should re-verify once that makes it to Canary.

Status: WontFix (was: Assigned)
I am unable to reproduce this. I suspect it may have been a problem with that particular network.
