"Find Previous" does not work via C-S-g accelerator

Issue description

68.0.3427.0 (Official Build) canary (64-bit) (cohort: Clang-64)

repro:
- C-f to open "find in page"
- type something
- C-g once or twice to advance to the next result
- C-S-g to back up to the previous result -- doesn't work

Huh. I'm not sure if this is a Chrome thing or a Windows thing. I've just noticed that C-S-g isn't working in Adobe Reader, either. Assigning to self so I can figure out if events are even reaching the browser process for this key combination.

It's magically working again. I have no idea why.
