Regression: Unnecessary Browser window gets closed while closing Guest window using tap touch

Chrome Version: 68.0.3430.0 (Official Build) Revision	86b7f367e2f749a0e39f2ca86c7644b6aec7a432-refs/branch-heads/3430@{#1} (32/64 bit)
OS: Windows 10 (Touch device)

What steps will reproduce the problem?
(1) Launch chrome, tap touch on Avatar icon to open the menu list and select "Open Guest window".
(2) Now tap touch on 'Minimize' or 'Restore' or 'Close' button and observe.

Actual Result: Unnecessary Browser window gets closed while closing Guest window using tap touch.

Expected Result: Browser window should not get closed while closing Guest window using tap touch.

This is a regression issue, broken in M-68 series and will provide other info soon:

Good Build: 68.0.3425.0 (Revision: 557063)
Bad Build:  68.0.3426.0 (Revision: 557428)

Please refer the attached screen-cast.

Note:
1) Issue is Touch specific and it is not seen on Click event.
2) Issue is not seen on Linux (14.04 LTS) and Mac (10.12.6, 10.13.1, 10.13.5) OS.

This is a regression issue, broken in M-68 series and below is the :

Good Build: 68.0.3425.0 (Revision: 557063)
Bad Build:  68.0.3426.0 (Revision: 557428)

Unable to provide per-revision bisect and narrow bisect as getting all good builds via tool, hence providing the suspect from Change-Log:

bsep@ I think this is a misattribution to any changes in the range and just due to custom titlebar. If you agree please dedup to the other touch bug(s) as appropriate.
