Allow browser window to be resized to 320px wide

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Steps to reproduce the problem:
1. Resize browser window to the smallest possible size

What is the expected behavior?
It should resize to 320px wide to match the smallest phones (iPhone SE) for developmental purposes

What went wrong?
It currently stops at 400px, requiring you to open dev tools to see the UI at 320px. 

Did this work before? N/A 

Chrome version: 66.0.3359.139  Channel: n/a
OS Version: OS X 10.13.4
Flash Version: 

I frequently just resize the window quickly to see how the UI is performing, so it would be nice to make the window go smaller. Firefox goes smaller than 400px.

Tested the issue on chrome reported version 66.0.3359.139 using Mac 10.12.6/10.13.3 with steps mentioned below:
1) Launched chrome reported version and Opened Devtools > elements
2) Under Styles tab observed by resizing the window size, after total resizing the window seen the padding value 360*231
Observations: Also seen the 150px * 159px on chrome window(see attached screencast for reference)

@Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue, if possible could you please provide screencast of the issue which help in better understanding, any further inputs on this issue are most helpful.

That's with dev tools open (docked to right side as well). What I'm asking for is for the window to be resized to 320px or less with dev tools docked at the bottom or not open at all.

Able to reproduce the issue on Mac 10.13.3 and Ubuntu 14.04 using chrome reported version #66.0.3359.139 and latest canary #68.0.3431.0. Issue is not seen in OS-Win.
Note: For OS-Linux, browser resizing stops at 414px only with dev tools docked at bottom.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

Removing DevTools label because the issue is not related to DevTools -- DevTools actually solve the reporter problem, what they ask is being able to resize the browser window without DevTools opened.

Thanks for the report. Marking as a feature request.

I think the current width of 400px is perfect for usability reasons. A smaller width would also e.g. break the NTP (showing an annoying horizontal scrollbar).

Since this request is working with the open DevTools, I tend to say this is working as intended = WontFix.
