Android Studio drop-downs are placed at wrong location on screen

Issue description

Drop-downs in Android Studio are placed 32dp below their correct location. This confusing and makes it really hard to use them as a single click will dismiss them on release.

vm_tools: sommelier: set frame extents property correctly

We previously tried to set this in a way that reflected the caption
added by the host compositor. That didn't provide any value and
just confused applications that expect the offset in the X11 frame
window to match this property.
