Steps to reproduce the problem:
1. Right click on the Play Games app, and go to App Info.
2. Disable the app.
3. Restart Chromebook.

What is the expected behavior?
Disabled Android apps should stay hidden even after restart.

What went wrong?
Disabled Android apps currently reappear in the app launcher after a restart.
