Can't snap window to side of display when dragging between different displays

Issue description

Chrome Version       : 68.0.3416.0
OS Version: 10635.0.0

What steps will reproduce the problem?
1. Connect Pixelbook to external display.
2. Drag a window from the internal display to far left-right side of the external display.

What is the expected result?
The window should snap to the side of the display and resize for split view.

What happens instead of that?
Nothing happens, the window does not snap. I have to release it on the other display and then drag it again.

This bug has an owner, thus, it's been triaged. Changing status to "assigned".
The reason is that if the cursor is in another root window, snap_type_ will be set to SNAP_NONE (https://cs.chromium.org/chromium/src/ash/wm/workspace/workspace_window_resizer.cc?type=cs&g=0&l=438). Then WM_EVENT_SNAP_LEFT (or RIGHT) event will not be created (https://cs.chromium.org/chromium/src/ash/wm/workspace/workspace_window_resizer.cc?type=cs&g=0&l=473).
