Cut/Copy/Paste popup is above the url bar dropdown

Issue description

Chrome Version: 68.0.3427.0
OS: Android

What steps will reproduce the problem?
(1) Go to https://financial-calculators.com/simple-interest-calculator
(2) Long-press on "Starting Amount" so the Cut/Copy/Paste menu comes up
(3) Tap the url bar

What is the expected result?
The Cut/Copy/Paste popup should go away, or should paint below the url bar suggestions.

What happens instead?
The Cut/Copy/Paste popup paints on top of the url bar suggestions.

Requesting a bisect, as this seems to be a regression from Chrome 66.

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Launch Chrome.
2. Navigate to any URL - https://financial-calculators.com/simple-interest-calculator
3. Long-press on "Starting Amount" so that the context menu (Cut/Copy/Paste menu) comes up
4. Tap on the omnibox.
5. Observed that the context menu is now displayed over the suggestions displayed.

Chrome versions tested:
66.0.3359.158(Stable), 68.0.3427.0(Canary)

OS:
Android 8.1.0

Android Devices:
Pixel 2

Using the per-revision bisect providing the bisect results,
Good Build - 68.0.3424.0 
Bad Build - 68.0.3425.0 

You are looking for a change made after 556853(GOOD), but before 556854(BAD).

CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.

The root cause here is that the menu is showing without the handles. I believe this is caused by javascript that the page runs when the input is tapped. We already have a similar bug.
