EWG's Skin Deep renders with huge block of white space

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3429.0 Safari/537.36

Example URL:
https://www.ewg.org/skindeep/ingredient/701514/COAL_TAR/

Steps to reproduce the problem:
1. Download Chromium from download-chromium.appspot.com.
2. Extract the downloaded ZIP file.
3. Open Chromium.
4. Open the linked URL.

What is the expected behavior?
No huge block of white space

What went wrong?
Huge block of white space - have to scroll down to see content

Does it occur on multiple sites: No

Is it a problem with a plugin? No 

Did this work before? Yes 68.0.3428.0 (current canary)

Does this work in other browsers? N/A

Chrome version: 68.0.3429.0  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

93m4qau783@ Thanks for the issue.

Tested this issue on Windows 7 and 10 on Chrome and Chromium builds on the reported version 68.0.3429.0 and the latest Canary 68.0.3431.0 and unable to reproduce the issue by following the steps given above.

On loading the given page, cannot observe any block of white space and the webpage is rendered without any issues.
Attached is the screen cast of the steps followed.

Request you to check and confirm if anything is missed from our end in triaging the issue.

Also request you to retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations.

Issue not reproducing on current canary 68.0.3430.0 but reproducing on current chromium 68.0.3432.0. In the case of chromium, the issue reproduces with no flags or extensions and on a clean profile.

Tested this issue on the chromium version 68.0.3432.0 on Windows 10 & 7 and unable to reproduce the issue.
Attached is the screen cast for reference.

Request you to provide the screen cast of the steps followed where this issue is reproduced which will help in further triaging.

Retried the issue again on Windows 10 on the Canary 68.0.3432.3 and unable to reproduce the issue.
Removing Needs-Bisect label as this issue is not reproducible at our end.

Requesting someone from UI team to look into the issue and help in further triaging.
