Steps to reproduce the problem:
1. Open  Issue 836230 ,  841710 ,  841086  via Gmail link via Monorail
2. Scroll anywhere from about mid page to bottom (down or up)
3. Black boxes move all over page at random
4. unable to attach jpegs to comment in open issues, jpegs reveal (display) bug is alive and well (persists) despite claims of having been 'fixed' (bug is NOT fixed but persists (active)).

What is the expected behavior?
Normal browsing activity (no black boxes jumping around all over the screen.

What went wrong?
Uncertain; I'm not an I.T. (simple home PC desktop user with an  obviously unstable version of chrome).

Did this work before? Yes uncertain (several releases back (ago)

Does this work in other browsers? Yes

@#!?1,2,3,4,& 5 (polite way of expressing anger, dissatisfaction, why does problem continue to persist over numerous consecutive (concurrent) chrome releases. obviously last several releases of chrome have this same issue meaning last several versions of chrome are unstable releases.
