All extension popups looks blurred when Windows UI scale set to >100%

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.40 Safari/537.36

Steps to reproduce the problem:
1. Change Windows UI scale to 150%
2. Open Chrome
3. Open any extension popup

What is the expected behavior?
All extension popups should be displayed properly

What went wrong?
All extension popups are blurred

Did this work before? Yes 66.0.3359.170

Does this work in other browsers? Yes

Chrome version: 67.0.3396.40  Channel: beta
OS Version: 10.0

Yes, it was already reported in  bug 824963 , which was closed as WontFix even though the bug is absolutely obvious and really easy to reproduce.

Found a workaround:
Disabling chrome://flags/#secondary-ui-md helps
