Mouse wheel stops scrolling

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10452.85.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.158 Safari/537.36
Platform: 10452.85.0 (Official Build) stable-channel kip

Steps to reproduce the problem:
1. While viewing pages,
2. mouse wheel scroll stops working
3. 

What is the expected behavior?
Mouse wheel will scroll the pages

What went wrong?
At seemingly random times, mouse wheel stops causing the pages to scroll.  This happens with multiple pages.  Restarting chrome fixes the problem, until it happens again.

This issue started several versions back for us both in Chrome and on our chromebooks. Issue is consistent on different manufacturer chromebooks and on PC's both physical and virtual. The only common element is the Chrome version numbers and Logitech mice. Chrome version from a PC 66.0.3359.139

Issue happens when viewing web pages, gmail labels, pdf documents etc. It will work fine at first and then stop working. In gmail you may be able to scroll your messages but labels stops. There is no consistent reason for this issue. 300 users affected with similar issue across the enterprise.
Yes we're seeing this now too, across both stable and beta and on varying different devices. Problem seems to be intermittent.

I had this strange issue too on Chrome 67 - Windows 10.
This happens quite rarely (once per 2-3 days of active usage, hundreds of tabs opened and closed).
This happens on various websites and it affects seemingly only one tab, while the rest of the tabs seems unaffected. The keyboard keys scroll (arrows, page down and space bar) continues to work. I have two mouses connected to PC and mouse wheel scroll disables on all of them when it happens.
If you reload (ctrl+f5) the page this bug will persist. To fix it I have to copy the address, close bugget tab, open new tab and paste the address - and it starts working properly.
