Allow wifi test suites to run even if builds are red

In the past there have been times where builds were red for a given device(s) for a given day(s) and it resulted in no wifi tests running on those devices on those days. only_hwtest_sanity_required: True can be added to the suite scheduler to allow for tests to run even when build status is red.

Allow tests to run even when build status is red

Adding new scheduler rule only_hwtest_sanity_required: True to allow for
autotest suites to run even when build status is red. With this the only
requirement is that hw sanity tests pass and build image is available.
