Omnibox - content related dialog appears in Omnibox Search screen

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win10, MacOS 10.12, etc...)

What steps will reproduce the problem?
(0) Ensure that the Mic permission is Off in Android Setting.
(1) https://rsolomakhin.github.io/autofill/
(2) Add data and Submit taking you to https://example.com/
(3) Click the Omnibox URL
(4) Click the Mic
(5) Click Continue on the VR Dialog
(6) Click the back arrow in the DOFF to return to VR Browsing.

What is the expected result?
User is returned to Omnibox Search as it was when they tried to use the Mic.

What happens instead?
The Content page must have been refreshed triggering a dialog which is now displayed in the Omnibox Search view and is actually behind the URL/Results panes.

I looks like our hosted UI element isn't being gated by the same visibility as content itself.  Claiming to investigate

So hosted UI is in a separate tree from content.  I'm not sure if this is correct or not.  Amir, what should be happening in this case?

I think the dialog should be there, but it should be moved to be visible. What do you think Chris?
