Window allowed to resize smaller than toolbar minimum size |

Issue descriptionChrome Version: Canary 68.0.3427.0 OS: macOS 10.12 & 10.13 (Not sure if this is also the case on other platforms.) What steps will reproduce the problem? (1) Enable MacViews-Browser & MD-Refresh (2) Install some extensions (3) Show the extension icons on the Toolbar (4) Visit a page, so that some text is in the Omnibox (5) Shrink the window to a very small state What is the expected result? The Wrench Icon should not be shifted to the right. What happens instead? The Wrench Icon is shifted to the right. A screencast is attached. Thanks Mehmet

The app menu icon isn't shifting right, the toolbar is simply hitting a minimum size and the window is being allowed to resize smaller. Someone somewhere isn't reporting the correct minimum size. I would bet we forgot to add in the window frame edge thickness or something.

Issue is due to poor layout/minimum size logic and will be fixed with new layout manager.
