While debugging focus behavior somtimes F8 and step through buttons don't work

Issue description

Chrome Version       : 66.0.3359.139
OS Version: 10.0

What steps will reproduce the problem?
1. Patch this CL (cl/195837437). May not be necessary once this CL is checked in.
2. Run iblaze run //cloud/console/web/tooltip2:karma_local 
3. Put a breakpoint in this test: https://critique.corp.google.com/#review/195837437/depot/google3/cloud/console/web/common/components/tooltip2/tooltip_test.ts&l=108L&vl=s2&vr=s4
4. Press F8

What is the expected result?
F8, or step through button on the debug panel works. 

What happens instead of that?
The test fails if i press F8 or step through buttons. But it passes if the test had no breakpoints.

Note that the tests pass when use the continue button in the page. But they fail when i use the continue button or F8 on the developers console panel.

As this issue is out of scope of triaging at TE end, adding 'TE-NeedsTriageHelp' label and requesting someone from Dev team to look into this issue and help in further triaging.

Unfortunately, it looks like this test does not exist anymore.
I will close this one as wontfix, feel free to file another issue if you have another failing test.
