Grouping two single alerts when one has an associated bug should associate the bug with the new group

Project Member Reported by charliea@chromium.org, May 11 2018

Issue description

Steps to reproduce:

1) Find an alert representing a single failure (non-group)
2) Associate a bug with it
3) Find another alert representing a single failure (non-group)
4) Select both alerts and group them

EXPECTED:
Your new group has the same bug associated with it that the single alert previously did.

ACTUAL:
Your new group has no bug associated with it.

We initially made this decision because we had guessed that annotations which applied to an individual alert in a group wouldn't necessarily apply to the whole group.

But I think it's easy enough to remvoe extra bugs afterwards that maybe it would make sense to re-add all child bugs to the group. We could also potentially create a dialog for people to select which bugs they want to add when making a new group.

I think a grouping dialog might not be a bad idea in general because it could be a good place for people to do things like add a name for the new group.
