Cannot drag the chrome window when full-screen

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3427.0 Safari/537.36 Steps to reproduce the problem: Please see the attached image of stable Chrome vs Canary. You removed some space at the left of the username. This was the only spot one could you to drag the window (to another monitor, for example). Now it's impossible to do it when full-screen, and it's a bad user experience since all the other programs let you do it. What is the expected behavior? What went wrong? see above Did this work before? Yes 66 Chrome version: 68.0.3427.0 Channel: canary OS Version: 10.0 Flash Version:

Able to reproduce the issue on reported chrome version 68.0.3427.0 and latest chrome 68.0.3429.0 using Windows-10 hence providing Bisect Info Note: This issue is specific to windows Bisect Info: ================ Good build: 68.0.3417.0 Bad build: 68.0.3418.0 You are probably looking for a change made after 555237 (known good), but no later than 555324 (first known bad).
