Cannot drag the chrome window when full-screen

Reported by francesc...@outlook.com, May 11 2018

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3427.0 Safari/537.36

Steps to reproduce the problem:
Please see the attached image of stable Chrome vs Canary. You removed some space at the left of the username. This was the only spot one could you to drag the window (to another monitor, for example). Now it's impossible to do it when full-screen, and it's a bad user experience since all the other programs let you do it.

What is the expected behavior?

What went wrong?
see above

Did this work before? Yes 66

@Peter Kasting: Please confirm the issue and help in re-assigning if it is not related to your change.
Adding ReleaseBlock-Stable as it is seems a recent break, feel free to remove it if not applicable.

Thanks!

Duping; other bug is not RBS and IMO should not be.
