[Appear.in] Muting the local video and then screen sharing, mutes the video forever |

Issue descriptionChrome Version: 67.0.3396.41 OS: Chrome, Mac, Linux, Windows 10 What steps will reproduce the problem? (1) In DUT, Go to appear.in and enter a test room (2) Make sure mute the video by clicking Video button. (3) Join the same room from other machine say eg. Device 2 [This can be any device] (4) In DUT, Click on the screen share button (5) After 5-10 seconds stop screen sharing from DUT. (6) Turn on the Camera from DUT. What is the expected result? Video feed in both the devices work well. What happens instead? Video feed from DUT remain muted in Device 2. This cannot be fixed until and unless the peer device rejoins the room again. There is no issue in DUT where both incoming and outgoing video feed works fine. Issue is only in the device 2. For some reason, DUT's video feed is not received by Device 2 or DUT is not sending the video to its peer. Is this regression? No this is not a regression. This issue can be reproduced in M65 .0.3325.88, M64 64.0.3282.186, M66.0.3359.106 etc. Is this OS specific? No it is applicable in all major OS like Linux, Mac, chrome, Windows 10 Is this applicable for all webrtc apps? No as of now only applicable in Appear.in

that looks like a regression on appear.in. As far as I can see the number of streams sent is one and it behaves as expected wrt using replaceTrack, changing framesize etc.
