What steps will reproduce the problem?
(1)Sign into User -> Click on  Uber Tray -> select Network and click on connected Network -> navigates to Wi-Fi connected in chrome://settings
(2)Now click on 'Back' arrow -> observe navigation is not smooth on navigating  to chrome://settings page 
(Please refer Video and Screenshot)

Expected:  Smooth navigating to chrome://settings page should be seen  after clicking on 'Back' arrow in Wi-Fi details page 
Actual: Instead navigation is not smooth

This is Regression Issue as same is woring fine in M-62

Note : issue is also seen on M-63,M-64, M-65 , M-66 and M-67
