What steps will reproduce the problem? 
(1)In Sign out screen >> Rotate display 3 times[keep in 0 degree]
(2)Enable On-screen keyboard from ubertray/accessibility
(3)Click continuously to popup & down the On-screen keyboard and observe the shutdown,add person buttons..

Actual: Glimpse of shutdown,Add person buttons are seen on the top of onscreen keyboard when clicking continuously for popup and down the onscreen keyboard
Expected: No such unnecessary glimpse of shutdown,Add person buttons should be seen.

This is a Regression issue seen as same is working fine in 66.0.3359.158/10452.85.0 stable

Note:
1.Issue is also seen in M-67 beta
2.Issue is not seen in Linux,Windows OS
