Non-Regression: Tabs are seen left aligned instead of center aligned in overview mode

Chrome Version: 68.0.3425.0/10666.0.0 dev-channel Paine,Peppy and Kip
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Keep any 4 tabs open and click on overview mode button and observe

Expected: In overview mode , when 4 tabs are present, it should be seen center aligned 

Actual: It's seen left aligned

This is a Non-Regression issue seen from M62

@sammiequon: Please confirm the issue

NOTE: Issue is seen on M63, M64, M65, M66 and M67 also
