What steps will reproduce the problem?
1. Launch chrome and open NTP.
2. Type 'a' in omnibox and observe the suggestions list.

Actual Result : Suggestion's favicon icon and text is not aligned with each other in omnibox.

Expected Result : Suggestion's favicon icon and text should be aligned properly with each other in omnibox.

Note : Unable to narrow down the range using per-revision script as getting traceback error between this range,hence providing bisect using old script.

This is a regression issue, broken in M-68 and providing the bisect using old script:
Good Build : 68.0.3426.2 (Revision : 557429)
Bad Build : 68.0.3427.0 (Revision : 557758)

1. Issue is not seen on Mac(10.12.6, 10.13.1, 10.13.5) and Linux(14.04 LTS) OS.
