OS: Mac 10.13.5(Macbook Pro Touchbar)

What steps will reproduce the problem?
(1) Launch Chrome, click on the full screen icon of the browser.
(2) Navigate to 'https://permission.site' and click on the 'Full screen' button.
(3) Now press the star icon(bookmark icon), on the Macbook touchbar panel to open the bookmark overlay.
(4) Press Esc on the touchbar panel to exit the bookmark overlay.
(5) Now again press Esc button on the touchbar panel to exit the fullscreen.
(6) Now click on the 'Reload' icon near the omnibox and observe the touchbar panel.

Actual Result: After reloading the page, the Macbook touchbar panel still shows just the Esc button along with the webpage url.
Expected Result: Instead after reloading the page the Macbook touchbar panel should show the back/forward,url and bookmark buttons.

This is regression issue broken in ‘M-62’ and providing the bisect using per-revision bisect,
Good build: 62.0.3186.0(Revision: 494274)
Bad build : 62.0.3187.0(Revision: 494644)

You are probably looking for a change made after 494291 (known good), but no later than 494292 (first known bad).

1. Issue is not seen on Windows(7,8,8.1,10), Mac(10.12.6,10.13.1) and Linux(14.04) OS.
2. Issue is also seen on Stable(build #66.0.3359.170), Beta(build #67.0.3396.40) and Dev(build #68.0.3423.2)
