The mediaElement returns the correct time of 0.2, and Chrome's media-internals confirms we're seeking in 0.04 steps. I think it's up to Chrome to choose which frame gets displayed at the seeked time - all Hls.js does is fill the buffer with transmuxed frames."

It's difficult to reliably reproduce this because hls.js seems to be intercepting seeks and the behavior changes over time. For example, sometimes paused video starts playing after a seek, or on a second seek to the same time hls.js emits {type: "mediaError", details: "bufferStalledError", fatal: false, buffer: 35.959999}.
I also see log lines like 'adjust currentTime from 0.040001 to 0.24000100000000002', followed by an explicit seek to 0.24 (displayed timestamp 00:04). This specific behavior is certainly not a bug in Chrome. It may or may not be a bug in HLS.js, depending on whether it is intentional.
Can you provide a static bitstream that reproduces the same behavior?
I recommend also testing with --enable-features=BufferByPts, which enables the upcoming changes to MSE buffering logic.

content doesn't start at 0 to start with, but 0.08s... Due to chrome's pts/cts issue the buffered range doesn't show the problem. hence what appears as a 3 frames delay
